TARIFF CONCESSION SYSTEM: 
 
Australian Customs Notice No. 97/38 promulgates the Industry Capability Network(ICN) Network as a prescribed organisation for the purpose of undertaking research into possible substitutable goods production in Australia.
Those considering a TCO application may discharge the onus of undertaking the research into possible substitutable goods production in Australia by obtaining advice from the ICNTAS.

ENCHANCED PROJECT BY-LAW SCHEME: 
 
Australian Customs Notice No 98/22 sets out the policy and administrative criteria to be applied when processing requests for duty concession on certain items of imported capital equipment.
For projects that exceed $10 million for each significant phase an applicant must demonstrate that the capital equipment to be imported is not produced in Australia in the ordinary course of business. This can be demonstrated by:
identifying a Tariff Concession Order for the equipment which is in force when the goods request is lodged: or
providing a statement from the Industry Capability Network stating that it is not aware of an Australian manufacturer producing or capable of producing the equipment or an equivalent good for the applicants project.
Applications to Ausindustry for EPBS status must be accompanied by an Australian Industry Participation Plan (AIPP). The basis of the AIPP is to ensure Australian industry receives "Full, Fair and Reasonable" opportunity to quote and tender for work. ICNTAS can assist with the preparation of an AIPP.
